ICT Infrastructure and Technical Manager

Prestige Recruitment Specialists are currently recruiting for an ICT Infrastructure and Technical Manager to work within a large public sector organisation.

 

In this role, you will manage the day-to-day delivery of user focused ICT services in accordance with Service Catalogue / Service Level Agreements in a timely and reliable way and to act as a 3rd line ICT specialist, delivering solutions to complex technical issues.

You should have a background in data analysis and you should be analytical and an excellent communicator.

The key responsibilities include, but are not limited to:

Managing the day-to-day operation of the ICT Infrastructure Team.
Proactively developing, supporting and managing the ICT environment including Data Centres, networks, servers, desktops/laptops and operating systems with a focus on optimizing the performance of those assets.
Managing security of the ICT environment by actively reviewing, monitoring and improving network infrastructure and controls which will reduce the risk of unauthorized access, including undertaking a regular programme of self-audit and base-line tests by utilising appropriate tools and in conjunction with internal and external penetration testers.
Managing the changing management process to ensure that the deployment of alterations to systems and the ICT environment are approved, communicated and implemented with minimum disruption and secures improvement for the Service.
Leading on resolving issues and problems referred upwards from Service Managers and ICT colleagues, which potentially might breach Service Level Agreements or which are major incidents.
Developing, maintaining and testing the ICT Business Continuity Plans linked to infrastructure, ensuring links with other ICT areas and advising senior managers during business interruption events. 
Undertaking regular meetings with and works alongside Service Managers to identify and review user needs and ensures that appropriate services are developed to meet those needs.
Acting as the technical lead in a range of ICT Projects, including sourcing, evaluating and advising on the technical specification relating to the development and procurement of new systems of infrastructure.
Managing the Continual Service Improvement Process to measure performance of the ICT Infrastructure Team and design improvements to processes, services and infrastructure in order to increase efficiency, effectiveness.
 

Managing the procurement of goods and services to secure value for money. 
Undertaking Budget Management and Spending Officer role and applies knowledge of relevant financial position to provide innovative solutions as and when required.
Deputises for Head of ICT as appropriate.
Manages software licensing arrangements to ensure compliance.
Designing, delivering and supporting personal development for colleagues within the ICT Unit and leading on securing wider organisational training in ICT related areas.


Knowledge and Skills required:

An advanced understanding of the ICT environment and systems at an architectural level, which covers a range of specialism within the field of ICT.
Advanced knowledge on the use of Microsoft Windows Systems Centre and the application of associated facilities to increase security and support users.
Advanced knowledge of multi-layer hardware networking equipment (Cisco / Alcatel) and IP based communication to the configuration level.
Specialist knowledge and the ability to apply Project Management techniques to motivate teams and deliver outcomes, within time-scales and budgets.  Holds a Prince2 qualification (or similar).
Ability to develop teams and individuals to maintain their competencies and increase their knowledge and understanding to deliver ICT Support that is matched to organisational need.
Sound knowledge of relevant IT legislation, software licensing and compliance arrangements and recognised best practice.
Sound organisation and a range of managerial skills to enable effective delivery of the main tasks.

The ideal candidate will develop creative and innovative thinking on the use and application of new and emerging technology to support decision making and setting of strategic direction.
This role will require the application of recognised Project Management techniques to achieve success and the innovative use of best practice tools to provide a customer focused service.
The ideal candidate will have the ability to provide advice to managers on alternatives for workable and appropriate ICT Solutions, which push previous boundaries and challenge previous thinking to bring about organisational development.
As a leadership role in the ICT Unit, the post holder contributes towards formulating the ICT strategy, ICT policies and working practices, including in other areas of the Service.
The post holder has full decision making responsibilities in the absence of the Head of ICT.
